Stephen Shiflet was born about 1775 in Albemarle County, Va. (He was under 21 at the time of his marriage, but Rachel was over 21.) The names of his parents are unknown; the marriage bond implies a close relationship to an older Stephen Shiflet. Stephen apparently moved to Hawkins County, Tennessee, around 1810 along with John Shifflet, who married Ann Hicks in 1789. The 1830 Hawkins County census lists four Shifflet households: Stephen (50-60, p. 47), John (50-60, p. 60), Anderson (30-40, p. 60), and Austin (30-40, p. 63). Austin and Anderson were sons of John Shiflett. In the 1840 Hawkins Co. census, John and Stephen are still heads of household, with the addition of Darrett Shiflet. The parents of John and Stephen are unknown from any records yet discovered.

Know all men by these presents that we Stephen Shiflett, minor, jr., and Stephen Shiflett, junr. are held and firmly bound unto Robert Brook, Govenor or Chief Magistrate of the Commonwealth of Virginia and his successors in the Just and full sum of one hundred and sixtysix Dollars and sixtysix cents... The Condition of the above obligation is such that whereas a marriage is suddenly intended to be had and solemnized between the above bound Stephen Shiflett (minor) & Rachel Hicks... dated the 16th day of January 1795. Teste Alex Jarrett. Stephen X Shiflett minor (Seal, his mark), Stephen X Shiflett jr. (Seal, his mark). Consent: 'Sir, Stephen Shipplett aplys to you for Lysons to marry Rachael Hicks.
